PERMIT#: M-2011-038 <br /> INSPECTOR'S INITIALS: WHE <br /> INSPECTION DATE: July 14,2016 <br /> OBSERVATIONS <br /> This inspection was conducted as part of the Division of Reclamation, Mining and Safety's (Division) normal <br /> monitoring program.The operator, Steven J. Winer, was present during the inspection. Photographs are <br /> included with this report that depict the site conditions observed during the inspection. <br /> The East Wolf Creek Pit is located approximately 6.2 miles west of South Fork and accessed from Highway 160. <br /> The site is a 111c operation that includes a total of 10 permitted acres. <br /> The mine identification sign and affected area boundary markers are in place and in compliance with rule <br /> 3.1.12. The mine identification was sign was observed at the main entrance during the inspection. <br /> The site was inactive during the inspection. Due to the site being a 111c operation the material can only be <br /> used for the project the site was permitted for. An option is to overlap the currently permitted site with a <br /> 110c permit which will allow the operator to sell the material to any customer regardless of the material's <br /> intended use. Another option is to grade the material on site in a way that is consistent with the requirements <br /> of the approved reclamation plan and ask for a release of the permit. <br /> An abundance of Canada Thistle was observed on the site and the infestation is noted as a problem. <br /> Demonstrated control of the noxious weed infestation must be established in order for the site to be eligible <br /> for a future permit release if that is the operator's plan for the site. Please submit photo-documentation of <br /> exhibited weed control prior to August 19, 2016 to avoid enforcement action. <br /> No off-site damage, significant erosional features or unnecessary debris was observed within the permit area. <br /> The site was in a very orderly condition aside from the presence of noxious weeds during the inspection. <br /> In an effort to ensure that the reclamation bond is adequate to perform the required reclamation Division will <br /> conducted a reclamation bond review.
