COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />August 22, 2016 <br />Fremont County Commissioners <br />County Commissioner <br />615 Macon Avenue, Room B-5 <br />Canon City, CO 81212 <br />Re: Southfield Mine (Permit No. C-1981-014) <br />Bond Release Application No. 4 (SL -4) <br />Dear Fremont County Commissioners: <br />This letter, as required by Rule 3.03.2(5)(a) of the Rules and Regulations of the Colorado Mined <br />Land Reclamation Board for Coal Mining, is to inform you that the Division of Reclamation, <br />Mining and Safety has issued a proposed decision to approve Bond Release Application No. 4 <br />for the Southfield Mine. This decision will be published in the Canon City Daily Record as soon <br />as possible. Publication of the notice initiates a thirty (30) day public comment period. If, <br />within thirty days, there are no requests for an adjudicatory hearing, the decision will become <br />final. <br />In addition to the areas included in the EFCI SL -04 application, the adequacy process resulted in <br />another small area (the spur off the MW -NW road) being left within the permit boundary. This <br />change was due to the omission of this area from the areas subject to possible vegetation <br />sampling. As an interested party, you have the right to an adjudicatory hearing as outlined under <br />Rule 3.03.2(6) of the Rules and Regulations. The request for an adjudicatory hearing must be <br />written and state with specificity the reasons why the hearing is requested. The request must be <br />received within thirty days of the first publication of the proposed decision in the Canon City <br />Daily Record. <br />Copies of the proposed decision and findings are available for review at the Division office at the <br />above address and on the Division's website at <br />http://mining.state.co.us/Reports/MininizData/Pa esg /ImagedDocumentData.aspx.
