The embankment appeared to be stable.

Ponds 9, 12 and 15 did not contain water.

Pond 13 contained water and was discharging. The trench drain was also discharging. The embankment appeared
to be stable and the emergency spillway was clear.

Several elm tree sprouts were growing in ditch C29. These were removed during the inspection as a preventative
measure. A couple of rodent holes were also repaired in the ditch C29 embankment.

Pond 16 was being constructed. Sediment control wattles were in place around the pond (photo 3).

Pond 18 was also under construction. Pond 18 is currently within the sediment control of Pond 7.

The low point sediment filter on the northwest corner of the Morgan property was in working order. The
Morgan’s field was being irrigated and water was flowing through the filter but the sediment was held in place
(photo 4).
The erosion control ditches east of Pond 12 that drain to Pond 12 have been installed (photo 5). The ditches were
built to the specifications outlined in Attachment 2.05.3(3)-31 Map 1. Erosion control wattles were installed in the
disturbed area next to the ditches which were used as construction equipment access.

RECLAMATION SUCCESS - Rule 4.15, Rule 3:
Several areas of Russian knapweed patches were noted during this inspection. ERMR has been treating
the knapweed which was indicated by blue dye on the plants but not all areas have been treated. Mr. Ferris noted
the untreated areas and will work with the contract sprayers to treat these areas: pond 15, ditch C29 and former
topsoil F area.

A few tamarisk and Russian olive trees are in the embankment of pond 7 and need to be removed (photo 6).

There were some patches of Canada thistle noted that need to be treated: between IPRA and the topsoil pile (photo
7), and by the irrigation pump in Calamity Draw.

The vegetation on the topsoil repairs on the Benson East property looked really good. Alfalfa and grass plants
were sprouting along with the oats cover crop. The area was being irrigated.
SIGNS AND MARKERS – Rule 4.02:
The entire permit boundary was walked and inspected. Permit boundary signs were in place on all corners
of the boundary, mounted on posts and visible (photo 8). Four signs were either knocked over or obstructed by
trees but were repaired by the end of the inspection. The permit boundary around the Morgan property was not
walked to prevent crop damage but the permit boundary markers were in place (photo 9).
