STIPULATION 2
PRIOR TO DISTURBING ANY LANDS IN THE LOWER WILSON AREA, THE
COLOWYO COAL COMPANY SHALL PROVIDE THE DIVISION WITH A PERMIT
REVISION CONTAINING A MINE PLAN AND A RECLAMATION PLAN AND ANY
ADDITIONAL BASELINE MONITORING INFORMATION (SURFACE WATER, GROUND
WATER, SOILS, VEGETATION, ETC.) REQUESTED BY THE DIVISION. THE
APPROVAL OF PERMIT REVISION 02 IS ONLY AN APPROVAL FOR DISTURBANCE
IN THE SOUTH TAYLOR PIT (SOUTH TAYLOR PIT, WEST VALLEY FILL, EAST
VALLEY FILL AND ASSOCIATED STRUCTURES). NO DISTURBANCE IS APPROVED
FOR THE LOWER WILSON AREA WITH THE APPROVAL OF PERMIT REVISION 02.
A. Baseline Vegetation Information
Baseline vegetation information is found in Section 2.04.10, Exhibit 10 and Maps 3 and 4 of the
Permit. A summary of this information is found in Section 3.2. 10 of this document, "Description
of the Environment." Baseline information specific to the PR -2 Lower Wilson and South Taylor
expansion areas is presented in Section 2.04.10, Tables 2.04.10-7 through 2.04.10-32, and
Figures 2.04.10-5 through 2.04.10-10 of Volume 12. Baseline information specific to PR -03
Collom expansion is found in Section 2.04.10, Table 2.04.10-33 through Table 2.04.10-76, Table
2.04.11-20 & 21 (Volume 15), Exhibit 10, Item 6 (Volume 20), and Map 4C (sheets 1 to 11) in
Volume 21.
Six major vegetation community types were identified within the Collom permit expansion area:
Aspen, Bottomland, Grassland, Juniper scrub, Mountain shrub and Sagebrush. Four minor
community types were also identified in the expansion area: Improved pasture, cultivated land
(cropland), disturbed area, and wetlands. Mountain Shrub is the dominant community in the
Collom permit expansion area, with lesser but significant acreages of Sagebrush and Aspen
communities.
B. Plant Establishment
On all affected lands within the permit area, Colowyo will establish a diverse, effective and
permanent vegetative cover that is necessary and desirable to achieve the approved postmining
land use of wildlife habitat and rangeland. Details of the mine's revegetation plan are discussed
in Section 2.05.4 of Volume 1. The permanent seed mixtures to be planted are found on Tables
2.05-7, 2.05-8, and 2.05-9, within the narrative of Section 2.05.4.
The primary seed mix (Table 2.05-7) is a diverse mix of cool season grasses, forbs, and shrubs.
All of the grasses and shrubs are native species; two of the eight forbs are introduced legumes
(Cicer milkvetch and sainfoin). Table 2.05-8 is a list of contingency substitutions, for use on a
PR -04, Colowyo Coal Mine C1981-019 53 August 2016
