PERMIT#: M-2008-082
INSPECTOR'S INITIALS: ECS
INSPECTION DATE: August 18,2016
OBSERVATIONS
This was a pre-operation site inspection conducted by DRMS at the Morton Lakes/Holton site. Ready Mixed
Concrete Company (RMCC) submitted an application for AM01 that was called compete on July 18, 2016. The
inspection was conducted by Eric Scott of CDRMS. The DRMS representative met with RMCC permitting
Consultant Mike Hart and RMCC supervisor Joe Lammana at the site at approximately 1000.
The site entrance is located off the south side of Hwy 52 approximately 0.7 miles west of Highway 85. The site
identification sign and AM01 notice posting were both present at the site entrance.
AM01 was submitted to consolidate the existing adjacent Morton Lakes (M2008-082) and Holton Lakes
(M2007-008) permits into one permit. The parcel and features present (buildings, utilities, etc.) appeared to
match well with the amendment application submitted to DRMS.
DRMS toured the Morton Lakes site with the permittee representatives. Current activity in the mine consists
of mining in Morton Lakes Stages 1 and 2 for wash fines deposition areas, and construction of mine
infrastructure in Stages 6 and 7. The Holton permit remain unaffected by mining activity at this time.
DRMS would like to take this opportunity to remind RMCC to maintain adequate permit boundary markers
and to clearly mark all required setbacks, such as from the river, ditches and utility easements to prevent
accidental encroachment. Setbacks distances from on-site features are enforceable permit conditions.
During the site tour, the mine appeared to be in compliance with the approved mining plan. The only problem
noted during the inspection was the presence of noxious weeds at the site (knapweed, cheatgrass, bindweed,
thistle, etc). These noxious plants need to be controlled/eliminated before they become further established
and widespread. Affected areas will require weed control measures such as spraying or mowing. The
presence of noxious weeds has been cited as a problem in this report with a corrective action date of October
31, 2016.
This concluded the inspection and DRMS left the site at approximately 1200.
Inspection Contact Address
Joe Lamanna
Ready Mixed Concrete Company
11778 Highway 52
Ft Lupton,CO 80621
