TECHNICAL REVISION <br /> Unless specifically discussed below the methods described and <br /> approved in the original application, the reclamation plan will <br /> remain unchanged. In the 1979 Reclamation Plan a definite end use <br /> plan was not well defined. The following text corrects that problem <br /> for the final Reclamation at this mine. It is consistent to what was <br /> speculated on in 1979 when the fill and final uses were discussed but <br /> not firmed up. This revised plan is consistent with the Adams County <br /> Planned Unit Development (PUD) permit approved in 2005. <br /> Albert Frei and Sons, Inc. , will reclaim the site as a combina- <br /> tion industrial/commercial site that will allow for having an asphalt <br /> batch plant and concrete batch plant on it when reclamation is <br /> complete. Accessory uses for each plant includes but are not limited <br /> to, truck parking, raw material storage, equipment parking and <br /> storage. In addition, the concrete batch plant has a casting area <br /> for making minor structural barriers. The site will also include a <br /> concrete and asphalt recycling facility where the raw material will <br /> come from material generated by on site plants and from clean recy- <br /> clable material hauled into the property. We have broken the mine <br /> into two areas using the railroad as the dividing line, the eastern <br /> parcel where most of the industrial activities will take place and <br /> the western parcel that will be used for equipment and truck parking. <br /> jThis Reclamation Plan confirms what was discussed in 1979 and <br /> calls for backfilling the mined area so no ground water is exposed <br /> and then adding additional fill to level the site so it matches <br /> surrounding property elevations. On the eastern parcel, this will <br /> create a level area at the approximate elevation of Colorado Blvd. on <br /> the east and the railroad on the west. For the western parcel it <br /> will be level with the railroad and blend with the inert material <br /> landfill adjoining the property to the south. The material to be <br /> used is Inert Fill as defined in Rule 1.1(20) and no compaction <br /> percentages are proposed. This is due to the nature of the material <br /> and the difficulty to test for compaction when large pieces of <br /> concrete and asphalt are in the filled area. The method of placement <br /> also assures adequate compaction for the intended end use of commer- <br /> cial/industrial uses. <br /> The level parking area (tan color) covers 81% of the permit <br /> area on this site. To reclaim this area Albert Frei and Sons, Inc. , <br /> will grade and shape the level portions of the filled area and where <br /> appropriate it will be graveled. In the batch plant areas some <br /> paving will be done around the plants to reduce mud. Slopes from the <br /> top of the fill to the original ground surface will be 2: 1 or less as <br /> shown on the map. <br /> The level area around the bottom of the fill and the slopes <br /> along the railroad ROW and the outer limits of the western parcel <br /> will be resoiled and seeded (green areas) using the seedmix listed in <br /> Table F. North of the concrete batch plant the slope will be <br /> armored with broken concrete to protect the filled area along the <br /> spring from erosion. Around the north and east sided of the spring <br /> is native vegetation that will remain undisturbed. Along Colorado <br /> Blvd the green area was landscaped per Adams Counties PUD approval. <br /> It contains a tall wood fence, a stone wall, trees, grass and tree <br /> watering system to maintain the plantings. <br /> The revised Reclamation Plan Map shows the current and proposed <br /> configuration of the site, in that the eastern parcel is completed <br /> 1 <br />
