A majority of the permit property was <br /> purchased by the City of Fort Collins ("City")in 2014.As part of the purchase, the City agreed to take <br /> over the mining permit. Much activity took place in 2014 and 2015 to construct Rigden Reservoir and <br /> move material around to various portions of the permitted area for final reclamation.The majority of <br /> construction and reclamation was completed in June 2015,prior to the submittal of last year's annual <br /> report. <br /> Since August 2015, additional work at the site has included additional seeding, some topsoil transfer from <br /> the north end of the site to the central portion and activities related to erosion issues around the perimeter <br /> of the new reservoir.These numbers are reflected in the answers to the attached annual report form and <br /> shown on the attached map. Unfortunately, some areas of the seeding did not take well and will need to <br /> be reseeded, which is planned to occur this fall. <br /> An area near the northwest portion of the site has recently developed exposed groundwater, which is <br /> shown on the attached map.We are currently considering options to address this situation and plan to <br /> have a solution in the coming year. Once addressed,documentation will be provided on the solution. <br /> The southwest portion of the site is still owned by Cottonwood Properties. About 27 acres of that portion <br /> are still used for batch plant operations and the remaining area is slated for future development which will <br /> involve distribution of a topsoil stockpile on the that portion of the site. The City hopes to fully reclaim its <br /> portion of the site in the next year and potentially have the City's parcels released from the permit. <br /> Please note that the permittee name has changed from Cliff Hoelscher(who recently retired)to myself <br /> (Donnie Dustin), which was changed in the annual report form.
