<br /> Dear Mr. Foster:
<br /> The purpose of this letter is to approve the lining of the Stagecoach Stop Reservoir. The Stagecoach Stop Reservoir
<br /> is primarily located in the SW1/2 of the SW1/4 of Section 26 and the W1/2 of the NW1/4 of Section 35, all in
<br /> Township 1 South, Range 67 West of the 6`" P.M., and is part of the Stagecoach Stop gravel pit (DRMS M-1983.067)
<br /> and Worthing gravel pit (DRMS M-1977-526). The slurry wall was provisional approved on August 7, 2012 while
<br /> active mining continued to occur within the liner boundary. The mining is complete. In order for the liner to be
<br /> approved for water storage the operator was required to perform a final modified 30-day leak test. The final
<br /> modified slurry watt liner leak test commenced June 9, 2015 and concluded on July 16, 2015, Site inspection was
<br /> performed by our office on June 24, 2015 to review site conditions and the leak test plan.
<br /> Your report dated August 3, 2015 provides the liner summary and leak test result. The test data provided indicates
<br /> that the reservoir has been tined to the design standard referenced in the August 1999 State Engineer Guidelines
<br /> for Lining Criteria for Gravel Pits (1999 SEC) Guidelines), Meeting the design standard requires that during
<br /> reservoir operations all water inflows and outflows for the liner perimeter enclosed area be accounted for on
<br /> a monthly basis.
<br /> With this liner approval, the Stagecoach Stop Reservoir is now classified as a lined reservoir in accordance with the
<br /> 1999 SEO Guidelines. Water shall not be impounded in the reservoir except pursuant to lawful diversions allowed
<br /> by statute or decree. At all other times, all inflow of water into the reservoir from any source, including
<br /> precipitation and ground water inflows shall be removed to prevent illegal storage of water. Prior to ANY use of
<br /> this site, the owner or operator will need to coordinate with William Schneider, District 2 Water Commissioner, to
<br /> review operations, measurement structures, stage storage curves, and accounting.
