PERMIT #: M-1977-168 <br />INSPECTOR’S INITIALS: TC1 <br />INSPECTION DATE: July 22, 2015 <br /> <br /> <br />Page 2 of 6 <br /> <br />OBSERVATIONS <br /> <br />This inspection was conducted as part of the Division’s regular monitoring program. The Operator, represented <br />by Aaron Tezak, was present for the inspection. Also present representing the BLM were Ms. Stephanie Carter <br />and Mr. William Jenkins. <br /> <br />The Marrs Memorials site entrance is located approximately 1.4 miles east of Fremont County Road 37/McCoy <br />Gulch Rd, 2.1 miles south of Hwy 50. This is a 110c aggregate mine. It was not operating at the time of the <br />inspection. <br /> <br />Inspection: <br />Markers & Boundary – A mine sign was displayed at the site entrance (see Photo 1), but it had the wrong permit <br />number (M1977532SG, that should be M1977168) not have the DRMS permit number on it. The Operator <br />should correct the permit number on the sign. The permit boundary corners appeared to be adequately <br />identified with markers (see Photo 2). <br /> <br />Mining Plan – A drill was observed on site. Mr. Tezak explained they had done some recent blasting (see Photo <br />3). He said the site is mined infrequently as the primary need for the material is for matching material needed <br />for repair and maintenance of existing facilities. Mr. Tezak pointed out the topsoil stockpile (see Photo 4) that <br />was brought in as a result of a corrective action issued after the last inspection on June 7, 2010. <br /> <br />A review of Google Earth images indicates the mine disturbance is less than an acre and a majority of that is pre- <br />law for this site. As such the Division agrees with the annual report disturbance estimate of 0.25 acres . <br /> <br />Reclamation – No reclamation had been initiated on site. <br /> <br />Environmental – No noxious weeds or exposed groundwater was observed. A seep was observed in the rock <br />face near the west end of the site. The water, estimated at less than one gallon per minute entered a hole in <br />the access road (see Photo 5). This small seep does not appear to be of concern. <br /> <br />Records: <br /> Revisions: Technical Revision (TR-01) was approved in 1997 designating the site to have intermittent <br />operator status. <br /> Commitments/Stipulations: None. <br /> Other Records <br />a) The total permitted area is 2.0 acres. <br />b) The previous inspection was performed on 6/7/2010. A problem were cited for lack of topsoil and <br />resolved on May 14, 2012. <br />c) The anniversary date is November 30. Annual reports and fees are current through 2015. <br />d) The post-mine land use is rangeland. <br /> <br />Bond: <br />The Division currently holds a $1,000 bond. It is not clear from the Division’s records if or when this bond has <br />been adjusted. As such, the Division has updated the bond using 2015 unit costs. The updated bond is estimated <br />at $3,040. Please review the enclosed bond calculations and provide comments to the Division by September
