Cunningham,Environmental Protection Specialist <br /> Colorado Division of Reclamation,Mining and Safety <br /> 1313 Sherman St.—Room 215 <br /> Denver, Colorado 80203 <br /> RE: Hukill Gulch Millsite; DRMS File No.M-2009-076; Technical Revision No.3 <br /> Venture Resources Inc.Response to DRMS Adequacy Review No. 1 <br /> L' <br /> Dear Mr. Cunningham: <br /> Venture Resources, Inc. (Venture)is in receipt of the Division's June 30,2016 Adequacy Review No. 1 as <br /> pertaining to Venture's recently submitted Technical Revision No. 3 addressing the proposed Composite <br /> Liner System Corrective Action and Recertification Plan for the Hukill Mill Site. Venture is committed to <br /> addressing the Division's concerns,and herein provides supplemental information and response to each of <br /> the DRMS itemized comments in the order presented in Adequacy Review No. 1. <br /> 1) Comment No. 1 -RE: "The plan submitted by the Operator is conceptual in nature and does not <br /> address all of the requirements of recertifying an EPF(Environmental Protection Facility)". <br /> Venture acknowledges the Division's Comment No. 1 and addresses the stated concem(s) in the below- <br /> provided responses to Comment Nos.2,3,and 4,respectively. <br /> Venture also acknowledges the Division's stated directive that "the Operator (Venture) may not process <br /> ore in the mill or place tailings within the tailings impoundment until such time as the Division reviews and <br /> accepts certification of the EPF pursuant to Hard Rock Rule 7.3.2". All activities of an operational nature <br /> remain suspended pending satisfactory completion of the corrective action program. <br /> 2) Comment No. 2 - RE: "The Operator must address the applicable requirements of Rule 3.1.5; <br /> 6.4.21; 73; and 7.4". <br /> Venture acknowledges the Division's Comment No. 2, and has diligently reviewed the applicable <br /> requirements of Rule(s) 3.1.5, 6.4.21, 7.3, and, 7.4, respectively. Accordingly, Venture is providing the <br /> requested/required incremental level detail to the proposed corrective action plan, as depicted in the <br /> phased/sequential series of tasks presented below. <br /> This phased program has been developed on the basis of a number of factors,to include consideration of <br /> the following: <br /> 1 <br />
