i <br /> EXHIBIT E <br /> RECLAMATION PLAN <br /> 1. General Reclamation Plan <br /> The total disturbed area to be reclaimed under this permit is 130.82 acres (Phase 1 — <br /> 19.50 acres and Phase 2— 111.32 acres). The post-mining land use will remain rangeland <br /> zoned agriculture. At the completion of Phase 1 it will be reclaimed as Phase 2 begins <br /> operation. This will be the only point at which operations will be occurring at both Phases <br /> at the same time. <br /> As described in the mining plan, reclamation will occur concurrently with the mining. All <br /> mine slopes of 2:1 will be backfilled to 3:1 or less. Overburden and topsoil from the <br /> current mining areas will be used to reclaim areas which have previously been mined. <br /> Topsoil will be replaced on all graded areas(except the remaining access road). By <br /> reclaiming concurrently with the mining the distance the overburden and topsoil will <br /> have to be transported will be minimized as will the area of disturbance. Any compacted <br /> overburden will need to be ripped before the stockpiled topsoil can be spread to a b inch <br /> depth.The site should then be tilled and firmed to prepare a suitable seedbed. <br /> There are no foundations or other structures which will be required to be removed with <br /> the reclamation process, so the only tasks will involve backfilling slopes,regrading, <br /> topsoiling,and seeding of the disturbed areas. <br /> Map F(Sheets 2,4 and 5) show all the final contour and reclamation planned for the site. <br /> The access road will be left intact so that the landowner has access to the reclaimed areas. <br /> The reclaimed area will be returned to rangeland with an Agriculture zoning. <br /> 2.Revegetation Plan <br /> The proposed site is located in an area having around 13 inches of annual precipitation. <br /> Timing to replant the site is critical to vegetation establishment success. Seeding of the <br /> site will be done in the fall (October 15`h or later)prior to the soil freezing. The seed will <br /> be drilled with a grass drill having double disk openers and packer wheels. Drilling will <br /> be performed following the contour,avoiding drilling up and down the slopes, which <br /> would increase the risk or erosion.The planting depth should be approximately %z inch.If <br /> the seed is broadcast instead of drilled, the seed rate must be doubled. If broadcast,the <br /> area needs to be harrowed or dragged after the seed is spread to incorporate the seed into <br /> the soil. Mulching the site is recommended with clean,weed free straw at 3,000 pounds <br /> of air dry mulch per acre. The mulch must be properly crimped into the soil with a disc or <br /> mulch crimper. <br /> 13 <br />
