INTRODUCTION <br /> Western Gravel LLC is leasing land from Sam F. and Virginia Love for the purpose of <br /> mining gravel. The pit name will be WRC Gravel Pit. The main entrance to the pit is off <br /> Rio Blanco County Road No. 5 near the junction of Colorado State Highway No. 64 and <br /> Rio Blanco County Road No. 5, and is approximately 16.8 miles northwest of the Town <br /> of Meeker. <br /> The access road enters property owned by Donald Valentine (principal in Western <br /> Gravel, LLC)and travels southeasterly crossing a portion of property owned by Western <br /> Gravel, LLC to an existing ranch road. The road continues across the Donald Valentine <br /> property in an easterly direction to Bureau of Land Management land and crosses to land <br /> owned by Sam F. and Virginia Love. <br /> The office,scales and parking area is located at the entrance and contains 4.28 acres.The <br /> westerly pit area is located on a mesa approximately 1.6 miles easterly of Rio Blanco <br /> County Road No. 5. The westerly pit area(Phase 1) contains 20.95 acres of which 19.5 <br /> acres will be mined. The easterly pit area is located on another mesa approximately 0.9 <br /> miles easterly following an existing ranch road. The easterly pit area(Phase 2)contains <br /> 115.44 acres of which 111.32 acres will be mined. <br /> A future bridge and access area containing 42.83 acres Iies northeasterly of the easterly <br /> pit area and is included for use at a later time if and when a new bridge crossing the <br /> White River is built to access Colorado State Highway No. 64. <br /> The construction and operation of the gravel pit will involve the use of dozers, loaders, <br /> rock trucks, and other heavy equipment in order to remove overburden and gravel. Other <br /> equipment that will be located on site during portions of the year will consist of crushers, <br /> screening plants,truck scale office,asphalt plant and concrete plant. <br /> The westerly pit area(Phase 1) should generate approximately 512,798 tons of gravel and <br /> the easterly pit area(Phase 2)should generate approximately 2,341,935 tons of gravel. <br /> Phase 1 operations are planned to start in late 2008 and finish in approximately 2 years at <br /> approximately 250,000 tons per year. Phase 2 will finish in approximately 9 years at <br /> approximately 250,000 tons per year. This equates to an 11 year life span of the permitted <br /> area with mining operations completed in 2019, and reclamation completed in 2020. <br /> 1 <br />
