Weather was hot and clear. Ground was dry. <br />Present at the inspeciton were; Graham Roberts with Trapper Mining, Inc. (TMI) Christine Belka with the Office <br />of Surface Mining (OSM), Charlie Earl and Jennifer Maiolo with the Bureau of Land Mangement, Jerod Smith <br />with Colorado State Land Board, and Jason Musik and myself with the Colorado Division of Reclamation, <br />Mining, and Safety. SL17 proposes to release 450.2 acres of rangeland AB and C for Phase III release (354.7 <br />acres of AB and 95.5 acres of C rangeland). These parcels are located at former pits D, F, Z, A, and H. The parcel <br />names indicate the former pit, the rangeland seed mix, and the year of final seeding. Both private and state surface <br />areas were included in the proposed release. All parcels have previously been Phase I and II released and meet the <br />10 year liability timeframe. Bulleted items below indicate subjects to be resolved before a release decision can be <br />proposed. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Reconstructed drainages, 6 stock ponds, and Deer pond are included in the proposed release areas. No <br />issues were noted on the reconstructed drainages. They were well vegetated and showed no signs of recent or <br />excessive erosion. Some of the stock ponds were holding water others were silted in or dry. No concerns were <br />raised. Deer pond is included in parcel D-AB-03 and was approved for permanent retention with TR94 in 2005. <br /> Deer pond’s release was not discussed within the SL-17 application, this will need to be added, including <br />a discussion of the drainage area from which Deer Pond could receive water. <br /> An unidentified well was present in D-C-04. Further information will need to be provided on this well <br />prior to the release of this parcel.
