COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />August 11, 2016 <br />Jerry Nettleton <br />Twentymile Coal, LLC. <br />29515 Routt County Road 27 <br />Oak Creek, CO 80467 <br />RE: Foidel Creek Mine; C-1982-056; Minor Revision No. 302 (MR302) <br />Adequacy Review No. 1 <br />Dear Mr. Nettleton: <br />The Colorado Division of Reclamation, Mining, and Safety (Division) has reviewed the above referenced <br />minor revision and there are several adequacy review issues that will need to be addressed prior to the <br />approval of the revision. Please address the following items: <br />Proposed revised pages 2.05-45.30 to 45.31 do not appear to have revised the currently approved <br />text. When the section regarding the 9 -East Utility Borehole Installation was added, a number of <br />adequacy review items were identified that resulted in several updates to these pages that are not <br />reflected in the current revised pages. Please revise the following: <br />a. The cultural resource survey results are found in Exhibit 6L not 6T. (page 2.05-45.30) <br />b. TC will recover and stockpile a maximum of 2 feet of soil material resulting in 5,200 cy <br />of soil recovery from the road disturbance and 6,680 cy from the pad area. (page 2.05- <br />45.30) <br />c. TC reduced the number of optional drill pad sites from three locations to only two <br />locations during the review of MR296. Given this, a maximum of 1,700 feet of road was <br />to be constructed. (page 2.05-45.30) <br />d. Please revise the third paragraph of the revised section to indicate only two potential <br />borehole locations could be chosen not three. (page 2.05-45.30) <br />e. The total road disturbance area will be 1.61 acres not 2.09. (page 2.05-45.30) <br />f. The maximum length of the powerline will be 1,700 feet not 2,370 feet and only a <br />maximum of 34 power poles will be installed not 48. (page 2.05-45.31) <br />2. Proposed revised page 2.05-106.1 does not follow with the text from the page before it, some of <br />the text from the first paragraph of the 18 -Left Ventilation Shaft section will be cut off. Please <br />revise this page to insure the text and pagination follows from the preceding and proceeding page. <br />3.
