The load out is <br />mostly reclaimed, and has been since 2013. The operator is currently removing the rail line, ties and ballast. They have <br />not backfilled and regraded the rail loop cut and fill areas yet. The Tie -across haul road is anticipated to remain as a <br />permanent road. The operator is currently working with Routt County to be able to permit the haul road as a permanent <br />structure. The operation potentially is 5 to 7 years away from final bond release. <br />Rob, please review the proposed changes to the surface water monitoring plan. <br />Leigh, please review the proposed changes to the ground water monitoring plan. <br />I determined that the application was complete today, 8/11/2016. Please provide me any comments by 9/7/2016 so I <br />can get the adequacy letter out to the operator in the regulatory time frame. <br />Thank you for your assistance.
