Chuck Shelden of Oxbow Mining accompanied the inspection. The weather was clear, dry and fine. <br />The status of the Elk Creek Mine, as far as the Division is concerned, is “Active” however no coal is being mined <br />and all activity at the site is focused on the early stages of reclamation. <br />The demolition contractors, Demco, still had staff on-site, with work expected to continue through the end <br />of the summer. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> All the ponds were in good condition and holding a minimal amount of water. The water level in ponds <br />A1 and B was notably lower than in previous years, since Oxbow no longer needs to wash equipment. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> There are no permitting actions in progress. The mine is currently being reclaimed in accordance with the <br />plan approved in the permit. <br />A large amount of trash, which appeared to be related to a camp site, had been removed from the Hubbard <br />creek fan site, with an abandoned truck topper still to be removed. Nobody was camped at the site at the time of <br />the inspection. <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance 4.03.1(5) and <br />(6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br /> The powerline road from Bear Creek to Hubbard Creek was rough, but passable in a 4wd vehicle. <br />
