July 27, 2016 C-1980-007/West Elk Mine LDS <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 0 <br /> <br /> Page 3 of 11 <br /> <br />REVEGETATION – Rule 4.15 <br />Vegetative Cover; Timing: <br /> MCC has a contract with Pestaway for weed control, the work is ongoing throughout the growing season. <br />Some isolated thistles (Musk?) were noted on the reclaimed slope of the RPEE and should be treated. <br />The segment of the Upper Deep Creek Road leading to the 96-2-2 pad had been sprayed for Canada thistle <br />using a truck mounted sprayer. The treatment appeared to have been effective, although follow-up treatments <br />should be anticipated. <br />Two of the pads in the SL-09 bond release application were observed in the June 20 inspection to be host <br />to dense stands of Canada thistle. Both pads had been sprayed by MCC using teams of three people with backpack <br />sprayers. Although it was obvious that the spraying had affected the plants, and appeared to have prevented them <br />from going to seed, both sites showed plants that were still viable. The Division suggests that MCC should plan a <br />follow-up treatment at both pads during the re-growth period in the early fall; the intention being to stress the <br />vegetative network of the thistle to the point that more desirable plant communities can become established and <br />provide effective competition for the noxious weed. <br /> <br />SLIDES and DAMAGE - Rule 4.12: <br /> The slump on the out-slope of the materials storage bench had been repaired, but not yet re-seeded. MCC <br />plan to wait until the fall to seed the area. <br />The small slides under the road to the RPEE had not yet been repaired. Barr Engineering were expected to <br />prepare a plan for the work soon. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br /> MVB pads E3-21 and E3-25 were inspected, and the location of the survey pins marking the reclaimed <br />holes was verified, (MCC also submitted photographs of these two holes as well as E3-17.5). <br /> <br />DOCUMENTS RECEIVED <br />N/A <br />OTHER (SPECIFY) <br />N/A <br /> <br />ENFORCEMENT ACTIONS/COMPLIANCE <br /> <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />
