The decision date for this Technical Revision is September 29, 2016. <br /> The Division has reviewed the proposed revisions and has the following comments: <br /> Agency Comments <br /> 1. The Division received comments from Boulder County Parks and Open Space. Please review <br /> the attached comments and explain how the Operator intends to address the concerns <br /> expressed by Boulder County Parks and Open Space. <br /> Blasting Plan <br /> 2. The revised reclamation plan calls for establishing the final grade through drilling and <br /> blasting. Pursuant to Rule 6.4.4(i), the Operator must demonstrate that offsite areas will not <br /> be adversely impacted by blasting. Please provide a commitement to conduct seismic <br /> monitoring for each blasting event and specify the location of all seismic instruments. <br /> 3. Please provide the Division with a plan to control flyrock from damaging nearby permanent <br /> man-made structures. <br /> 4. Please commit to conducting a pre-blast survey of all permanent man-made structures which <br /> have the potential to be impacted by blasting operations. <br /> 5.
