The Teller County Planning Department has completed its review of the Department of
Reclamation, Mining and Safety(DRN,S) required Technical Revision (TR#80)to install a
temporary fresh water line for the High Grade Mill (HGM).
2. Teller County understands that this modification and subsequent installation is a result of a
water leak found during an inspection at the toe of the East Cresson Overburden Stockpile Area
(ECOSA)on May 23, 2016. The leaked fresh water was captured in the existing storm water
collection system; specifically, in the ECOSA Toe Road BMP 20 Sump, which then flows into the
Rip Rap Ditch, and ends in the larger EMP 020 sediment pond. Staff further understands that on
May 24, 2016 a ditch was dug by CC&V to ensure all freshwater flows directly into the EMP 020
site, bypassing any other storm water structures. An internal geotechnical inspection was
completed on the entire face of the ECOSA dump and determined the stability of the ECOSA is
not compromised as a result of the leak. Finally, since the leak was discovered CC&V has
conducted daily and weekly scans and inspections with the geotechnical, environmental,
projects, and operations departments and no change in conditions has been observed.
Cw..
