PR-04, Colowyo Coal Mine C1981-019 58 August 2016

defined in 4.15.8 of the PAP require 500 live woody plants per acre. In “ecotonal” areas, the
reclamation standard is 375 woody plants per acre. Colowyo commits to establishing
approximately 350 acres of Sagebrush steppe (core and ecotonal) in the Collom disturbance area.

The Diversity standard applicable to the reclaimed Collom permit expansion area Grassland
community shall be:

a) At least three native cool season perennial grasses with between 3 percent and 50 percent
relative cover, and
b) At least one perennial forb or shrub with between 2 percent and 50 percent relative cover,
or
c) A total of all forbs or all shrubs combined with between 4 percent and 50 percent relative
cover, or
d) If five or more native cool season perennial grass taxa contribute between 3 percent and
50 percent composition, the requirement for perennial forbs and shrubs shall be limited to
1 percent or more relative combined cover.

The Diversity standard applicable to the reclaimed Collom permit expansion area Sagebrush
steppe community shall be:

 At least four native perennial species, each more than 3 percent relative cover, a
minimum of two of which are grasses and a minimum of one which is a forb, with the
following caveat. If no single forb species exceeds 3 percent relative cover, the forb
requirement can be met if:
a) At least two native perennial forbs combined comprise at least 2 percent relative
cover, or
b) At least four native perennial forbs combined comprise at least 1 percent relative
cover.

E. Revegetation Monitoring Plan

Colowyo will continually monitor vegetation establishment to ensure that success standards are
being met. Information on the vegetation monitoring plan is found in Section 4.15.1(4) of the
Permit. Results of these surveys are included in the ARRs.

As a part of this plan, monitoring shall occur between late June and early August to best utilize
information measurable during the active growing season. Monitoring of the first growing
season after planting will determine the frequency of occurrence of planted versus volunteer
species. This strategy will allow for corrective action to be employed when necessary.
