Revegetation - Rule 4.15 <br /> <br />The Permit was found to be in compliance with Rule 4.15 with one Stipulation. <br /> <br />STIPULATION 2 <br /> <br />PRIOR TO DISTURBING ANY LANDS IN THE LOWER WILSON AREA, THE <br />COLOWYO COAL COMPANY SHALL PROVIDE THE DIVISION WITH A PERMIT <br />REVISION CONTAINING A MINE PLAN AND A RECLAMATION PLAN AND ANY <br />ADDITIONAL BASELINE MONITORING INFORMATION (SURFACE WATER, GROUND <br />WATER, SOILS, VEGETATION, ETC.) REQUESTED BY THE DIVISION. THE <br />APPROVAL OF PERMIT REVISION 02 IS ONLY AN APPROVAL FOR DISTURBANCE <br />IN THE SOUTH TAYLOR PIT (SOUTH TAYLOR PIT, WEST VALLEY FILL, EAST <br />VALLEY FILL AND ASSOCIATED STRUCTURES). NO DISTURBANCE IS APPROVED <br />FOR THE LOWER WILSON AREA WITH THE APPROVAL OF PERMIT REVISION 02. <br /> <br />A. Baseline Vegetation Information <br /> <br />Baseline vegetation information is found in Section 2.04.10, Exhibit 10 and Maps 3 and 4 of the <br />Permit. A summary of this information is found in Section 3.2.10 of this document, "Description <br />of the Environment." Baseline information specific to the PR-2 Lower Wilson and South Taylor <br />expansion areas is presented in Section 2.04.10, Tables 2.04.10-7 through 2.04.10-32, and <br />Figures 2.04.10-5 through 2.04.10-10 of Volume 12. Baseline information specific to PR-03 <br />Collom expansion is found in Section 2.04.10, Table 2.04.10-33 through Table 2.04.10-76, Table <br />2.04.11-20 & 21 (Volume 15), Exhibit 10, Item 6 (Volume 20), and Map 4C (sheets 1 to 11) in <br />Volume 21. <br /> <br />Six major vegetation community types were identified within the Collom permit expansion area: <br />Aspen, Bottomland, Grassland, Juniper scrub, Mountain shrub and Sagebrush. Four minor <br />community types were also identified in the expansion area: Improved pasture, cultivated land <br />(cropland), disturbed area, and wetlands. Mountain Shrub is the dominant community in the <br />Collom permit expansion area, with lesser but significant acreages of Sagebrush and Aspen <br />communities. <br /> <br />B.
