<br /> <br /> <br /> <br />PR-04, Colowyo Coal Mine C1981-019 17 August 2016 <br /> <br /> <br />3.1.10 Proposed Decision Date <br /> <br />Approval of PR-04 (proposed Decision) was made on August 8, 2016. <br /> <br />3.1.11 Public Notification of Proposed Approval and Issuance of the Revision <br /> <br />Notice of the proposed Decision will be published in the Craig Daily Press twice [Rule <br />2.07.4(2)(d)]. Notification letters of the proposed Decision will be sent to the Colowyo Coal <br />Company, L.P. (Applicant) [Rules 2.07.4(2)(c) and 2.08.5(3)(b)]; OSM [Rules 2.07.4(2)(c) and <br />2.08.5(3)(b)]; the Colorado Historical Society [Rule 2.07.4(2)(c)]; the surface and mineral <br />owners of record of the affected land (Bureau of Land Management and the State Board of Land <br />Commissioners); and to the Moffat and Rio Blanco County Commissioners [Rule 2.08.5(3)(b)]. <br /> <br />The proposed Decision will be issued and considered final if the following are met: <br /> No objections are made within 30 days (public comment period) of the first publication <br />[Rule 2.07.4(3)(a)] <br /> No issues are identified during the final AVS check <br /> <br /> <br />3.2 Description of the Environment <br /> <br />3.2.1 Maps <br /> <br />The following United States Geological Survey (USGS) 7.5 Minute Quadrangles cover the area <br />of the permit: Axial, Ninemile Gap, Easton Gulch, and Devil’s Hole Gulch. All of these <br />topographical maps are in Colorado. <br /> <br />3.2.2 General, Disturbed and Affected Area <br /> <br />The Mine is located approximately 28 miles southwest of Craig, Colorado, west of State <br />Highway 13. The great majority of the permit area and current operations (including the mine <br />pits, the administrative building, shops, warehouses, and rail loadout facility) are located in <br />Moffat County. A small percentage of the area is in Rio Blanco County. <br /> <br />All new disturbance associated with PR-04, 155.1 acres, is in Moffat County.
