<br />MR-129: Minor Revision No. 129 was submitted on November 20, 2013. MR-128 was considered
<br />complete on November 26, 2013, and was approved / issued on January 8, 2014. The minor
<br />revision proposed to update Rule 4 of the PAP for the South Taylor / Lower Wilson area (Volume
<br />12) to incorporate formatting revisions.

<br />MR-130: Minor Revision No. 130 was submitted on November 20, 2013. MR-130 was considered
<br />complete on November 26, 2013, and was approved / issued on December 6, 2013. The minor
<br />revision documented a wildland fire near parcel ST001, which is east of the South Taylor Pit.
<br />
<br />MR-131: Minor Revision No. 131 was submitted on January 15, 2014. MR -131 was considered
<br />complete on February 7, 2014, and was withdrawn on March 25, 2014. The minor revision revised
<br />the alignment of the South Taylor haul road south of the West Pit.

<br />MR-132: Minor Revision No. 132 was submitted on March 12, 2014. MR-132 was considered
<br />complete on March 20, 2014, and was approved / issued on March 31, 2014. The minor revision
<br />revised two parts of the PAP, including Map 1, Surface Ownership, and Exhibit 1, Item 9, which
<br />is a table of surface owners.

<br />MR-133: Minor Revision No. 133 was submitted on June 5, 2014. MR-133 was considered
<br />complete on June 13, 2014, and was approved / issued on June 19, 2014. The minor revision
<br />provided an addendum to Exhibit 21, Item 1, to the report title, “Geotechnical Design and
<br />Operational Consideration for Highwall Mining, South Taylor Pit G78 and E/D2 Seams, and West
<br />Pit F, E, D2, and C-seams.” The addendum was provided to clarify that the characteristics of the
<br />mining captured with the design report include Exhibit 23, Item 1 are met, that Colowyo can
<br />highwall mine within the mining boundary delineated on approved Map 23.

<br />MR-134: Minor Revision No. 134 was submitted on July 25, 2014. MR-134 was considered
<br />complete on July 30, 2014, and was approved / issued on July 31, 2014. The minor revision
<br />updated Maps 18 and 18A showing pre-mining topography. This was done to clean up the maps,
<br />minor errors were found in the course of other reviews.

<br />MR-135: Minor Revision No. 135 was submitted on July 25, 104. MR-135 was considered
<br />complete on July 30, 2014 and was approved / issued on July 31, 2014. The minor revision updated
<br />the permit with text to describe the construction and maintenance of fences on BLM lands.
<br />
<br />MR-136: Minor Revision No. 136 was submitted on December 12, 2014. MR-136 was considered
<br />complete on December 15, 2014, and was approved / issued on December 15, 2014. The Minor
<br />Revision changed the design of Prospect Pond, the dewatering gate valve was sealed due to a leak.
