TRI-STATE GENERATION AND TRANSMISSION ASSOCIATION, INC.
HEADQUARTERS: P.O. BOX 33695 DENVER, COLORADO 80233-0695 303-452-6111
August 3, 2016
Mr. Zach Trujillo
Environmental Protection Specialist
Colorado Division of Reclamation, Mining & Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203 RECEIVED
RE: Colowyo Coal Company L.P. AUG 0 5 2016
Permit No. C-1981-019
Brush Fire
Dear Mr. Trujillo,
Division of Reclamation,
Mining & Safety
Tri-State Generation and Transmission Association, Inc. (Tri-State), is the parent
company to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company
L.P. (Colowyo). Therefore, Tri-State on behalf of Colowyo is formally notifying the Division of
a brush fire that occurred adjacent to the South Taylor Pit on August 2, 2016. The Division was
notified initially via a voicemail left at approximately 5:50 PM on August 2, 2016. This letter
serves to provide a formal notification and further description of the event.
At approximately 4:05 PM on August 2, 2016, a brush fire started west of the temporary
spoil pile on the West Taylor Fill area, which is north and west of the South Taylor Pit. The
brush fired burned a few acres (pending final survey of the area), and disturbance occurred to
native areas, as dozers and graders were employed to cut in fire lines to contain the fire.
Firefighting units from the City of Craig, Colorado Department of Public Safety, Bureau of Land
Management, and Colowyo's emergency response team were able to contain and extinguish the
brush fire in a timely manner. Colowyo is still investing the cause of the brush fire.
A follow up phone call was made on August 3, 2016 at approximately 8:30 AM to the
Division, to further describe the fire that occurred as more information was available. As
discussed on this call, a minor revision to the permit will be submitted in the near term to
document the fire, the disturbance that occurred, and to generally describe the fire in the permit
application package.
AN EQUAL OPPORTUNITY/AFFIRMATIVE ACTION EMPLOYER
A Touchstone Energy'Cooperative
CRAIG STATION
ESCALANTE STATION
NUCLA STATION
P.O.
