PERMIT#: M-1977-522 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE: August 3,2016 <br /> OBSERVATIONS <br /> This inspection of the Star Water Resource site was conducted by Eric Scott of DRMS accompanied by Lynn <br /> Mayer Shults of LG Everist (LGE). This site lies between the Cache LaPoudre River and "0" Street on the <br /> northwest side of the town of Greeley in Weld County, and is bordered on the east by a residential area. At <br /> this time, the site has been reclaimed in accordance with AM02 which was approved by DRMS on July 10, <br /> 2014. The slurry wall was approved. All earth-work has been completed, the slurry wall has been installed on <br /> the western portion of the site, and approved by SEC) on December 14, 2014. The exposed groundwater lake <br /> on the eastern portion of the site has been backfilled to reduce the exposed groundwater area to the pre- <br /> 1981 acreage. <br /> The 9.36 acre parcel in the center of the site, where the cement plant owned and operated by Varra <br /> Construction is located, was released via AR01 which was approved by DRMS on June 19, 2015. Since that <br /> time, LGE has been attempting to control the listed weeds present on the site when they took over the permit <br /> and to establish the approved reclamation vegetation. The grasses in the areas around the western reservoir <br /> have established well as can be seen in the attached Photos 1 and 2. There is a smaller area of cheat-grass in <br /> the NW corner of the site that will need to be controlled and possibly reseeded. <br /> The areas to the north and south of the eastern unlined lake are also well established with reclamation grasses <br /> and were observed to be largely weed free. (Photos 3 and 4) <br /> Although much improved since the last inspection, large areas of the eastern portion of the site are still <br /> dominated by nuisance species such as kochia, Russian thistle, and Canada thistle (Photos 5 and 6). Grasses <br /> were also observed in this area, but are still dominated by the nuisance species at this time. If the kochia and <br /> Russian thistle could be controlled or eliminated in this area, it is very likely that the reclamation grasses <br /> would take over and establish strongly. Although the reclamation has been largely completed at this site, the <br /> permit cannot be released by DRMS until the reclamation species have established properly across the site, <br /> and listed and nuisance species have been eliminated or controlled. <br /> No other issues were identified during this inspection.
