July 27, 2016 C-1981-019/Colowyo Coal Mine ZTT <br />Regrade of West Pit 2016 and topsoil stage area. <br />EXCESS SPOIL and DEVELOPMENT WASTE ❑Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The South Taylor Fill was inspected. The fill was stable and vegetated. The perimeter ditches were well armored <br />and no cutting was observed along the length of the ditch. The fill has been graded to direct surface runoff towards <br />the ditches. Vegetation has established itself along the reclaimed sections of the fill. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage ❑Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Rills noted in previous inspections reports have been repaired. Repair work was conducted in May and June of <br />2016. <br />Ponds PD1 and PD2 were inspected as well as Prospect Ditch. Prospect Ditch conveys water to and from both <br />ponds. The ditch was stable, well armored with rip rap and no erosion was observed. No water was observed <br />within the ditch at the time of the inspection. Pond PD1 held water with no discharge. Pond PD2 held minimal <br />water. All embankments were inspected and no issues were observed. <br />Pond NTEP1 and associated East Pit Ditch was inspected. Both the pond and ditch were dry with no issues <br />observed. <br />Ponds EP 1 and EP2 as well as the Final East Pit Ditch were inspected. Both ponds held water but only EP2 was <br />discharging. Discharge was extremely light. Top and middle portion of the Final East Pit Ditch were conveying <br />water at the time of the inspection. Cutting observed at the inlet of EP 1 noted in previous reports has been fixed. <br />No signs of cutting was observed along the length of the ditch. <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 0 <br />Page 3 of 6 <br />
