TRI-STATE GENERATION AND TRANSMISSION ASSOCIATION, INC.
HEADQUARTERS: P.O. BOX 33695 DENVER, COLORADO 80233-0695 303-452-6111
August 1, 2016
Mr. Zach Trujillo
Environmental Protection Specialist
Colorado Division of Reclamation, Mining & Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
RE: Colowyo Coal Company L.P.
Permit No. C-1981-019
Minor Revision No. 156 (MR -157)
Exhibit 5, Item 3 Update
Dear Mr. Trujillo,
RECEIVED
AUG p A 2016
Sos OF ION
IN 4ANDSAFE
M y
Tri-State Generation and Transmission Association, Inc. (Tri-State), is the parent
company to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company
L.P. (Colowyo). Therefore, Tri-State on behalf of Colowyo is submitting three (3) copies of
minor revision 157 (MR -157) to Permit No. C-1981-019.
MR -157 proposes an update to the Exhibit 5, Item 3 - Cultural Resource Protection Plan
for the Collom Mine Expansion, specifically the Culture Resources Baseline Project Plan. The
currently approved baseline assessment requires National Register of Historic Places (NRHP)
site 5MF6089 to be assessed for baseline condition. It was noted that this site did not require
additional data, and the site that should be assessed for condition is 5MF6088. Email
correspondence between Mr. Tony Tennyson (Tri-State) and Mr. Mark Tobias (Office of
Archeology and Historic Preservation) on July 20, 2016 and July 22, 2016 respectively,
confirmed that the correct site to be assessed is 5MF6088. Therefore, MR -157 is proposing to
correct this discrepancy.
Also included in this minor revision application are a revision application and a change of
index sheet to ease incorporation into the permit document. If you should have any additional
questions or concerns please feel free to contact Tony Tennyson at (970) 824-1232 at your
convenience.
Sincerely,
Dan Casiraro
Senior Manager
Environmental Services
DJC:TT:dbr
Enclosure
AN EQUAL OPPORTUNITY/AFFIRMATIVE ACTION EMPLOYER
CRAIG STATION
ESCALANTE STATION
NUCLA STATION
A Touchstone EnereCooperative0
P.O.
