Transit <br /> impacts are substantial. <br /> The proposed land use activities possess inherent potential to adversely impact people,the regional <br /> economy, and environmental quality. Allowing this permit application to move forward in light of <br /> existing zoning regulations, county-supported conservation plans,the presence of prime soils of <br /> national significance in the immediate area,the adjacency of the Bessemer Ditch (the most senior, <br /> valuable water source in the Arkansas River Basin), and the existing economic infrastructure would be <br /> an arbitrary and capricious decision.
