The lined channel will require <br /> periodic inspection and maintenance to maintain its effectiveness. <br /> 9.5.5 Short-term Effectiveness <br /> Short-term effectiveness addresses the effectiveness of the remedial action during <br /> implementation and before the long-term objectives have been met. The work proposed <br /> in this plan may pose a short-term risk to nearby residents and workers performing the <br /> remediation. The potential for air emissions will be mitigated by appropriate dust-control <br /> measures. <br /> The operation of heavy machinery during the remediation poses the normal hazards <br /> associated with construction activities. Appropriate site safety measures will be <br /> undertaken by the contractor to limit these risks. Little additional heavy-truck traffic is <br /> likely as most activities will be conducted on site and limited hauling of materials from <br /> off-site sources is anticipated. The remedial action should be completed within one <br /> construction season. <br /> Best management practices will be utilized during construction to reduce the potential for <br /> source materials to migrate off-site or into the Swan River channel. Temporary silt <br /> fences and hay bales will be utilized as necessary to limit erosion from pile surfaces <br /> disturbed during site activities. <br /> The long-term objectives of the remediation will be substantially met upon completion of <br /> on-site construction activities. Water-quality standards in the Swan River adjacent to <br /> and downstream of the IXL/Royal Tiger site are currently being met, and will continue to <br /> be met following completion of the work. Site activities undertaken during the remedial <br /> action are not expected to result in non-compliance with water-quality standards in the <br /> Swan River. <br /> 9.5.6 Community Acceptance <br /> The area proximal to the IXURoyal Tiger site is rural and intermixed with public land <br /> administered by the United States Forest Service. The area is sparsely populated with <br /> no adjacent residents. Summit County residents are expected to react favorably to the <br /> acquisition of the property for recreational uses and the improvement in site conditions <br /> that will result from implementation of this remediation. Public notice of the approval of <br /> this application by CDPHE will provide the public an opportunity to voice support or <br /> opposition to the proposed remediation. <br /> 9.6 Verification Monitoring and Sampling <br /> Verification of the completion of the remediation in compliance with the work plan <br /> presented in this document will be provided by observations and measurements during <br /> construction as well as post-construction sampling and chemical analysis. This section <br /> outlines the steps that will be taken to verify that the work meets the objectives outlined <br /> in this application. <br /> 9.6.1 Improvement of Adit Conveyance <br /> Slopes of the improved adit conveyance will be measured in the field after construction <br /> is complete.
