The site is located in the <br /> south'/2 of Section 14,Township 6 South, Range 77 West of the Sixth principal meridian <br /> as shown in Figure 1. It is approximately five miles northeast of Breckenridge,Colorado <br /> at an elevation of about 9,700 feet above mean sea level(ft amsl). <br /> 3.4 Type and Source of Contamination <br /> Environmental impacts at the IXURoyal Tiger site are the result of historical mining <br /> operations. The site includes the remains of a mill, two collapsed adits, two waste-rock <br /> dumps and several piles of fine-grained mill tailings. The main fine-grained tailings pile <br /> is located below the former mill site,with smaller tailings piles extending along the south <br /> side of extensive dredge-tailings deposits in the Swan River alluvial basin(CDPHE, <br /> 2002). Potential sources of contamination include the waste rock,tailings piles,and a <br /> draining adit. <br /> Sampling conducted by CDPHE in October 2000 and Adrian Brown Consultants, Inc. <br /> (ABC)in.tune 2000 indicated surface-water concentrations of zinc and cadmium above <br /> relevant table-value standards in a ditch along the south side of the Swan River alluvial <br /> basin adjacent to the site. Concentrations of metals in the main channel of the Swan <br /> River were found to be elevated above background concentrations at a point%mile <br /> downstream of the IXURoyal Tiger site, but remained within applicable water-quality <br /> standards. No impacts to aquatic life were reported in CDPHE(2002)or ABC (2000). <br /> Samples of the waste-rock and tailings piles collected by CDPHE indicated metals <br /> concentrations above relevant benchmarks(Ford, 1996)defined by the Bureau of Land <br /> Management(BLM). <br /> 3.5 Voluntary Clean-up <br /> Observed environmental impacts are proposed for mitigation under VCUP(C.R.S.25- <br /> 16.301)through the following actions: <br /> 1. improve diversion of alit flow around fine grained tailings; <br /> 2. Dived Swan River surface flows to the north channel; <br /> 3. Improve tailings capping system; <br /> 4. Close streamside tailings in-place;and <br /> 5. Waste rock institutional controls. <br /> The VCUP actions are proposed by the prospective purchaser of the property pursuant <br /> to an agreement with the current landowner.
