RESPONSE: This statement has been made in previous Project Descriptions(See
Amendment 10/MLE2 Project Description). It is a general statement based on the
notion that historic mining has been ongoing in the District since the late 1800's and
based on knowledge of other historic mining districts, it is typical for historic features
such as mine waste piles, adits and naturally occurring mineralization to impact surface
water quality, which is evidenced by pre-modern mining baseline data. Historic data
exist for the different drainages in the area. CC&V differentiates between impacts from
historic mining from impacts from mining occurring under this permit by assessing water
quality data to pre-mining conditions.
