F
Transit Mix Concrete Co.
T of the February 19, 2016 permit submittal. Also, a Spill Prevention, Control, and
Countermeasure (SPCC) plan will be developed and submitted to the Colorado Department of
Public Health and Environment (CDPHE) prior to construction activities. Bishop-Brogden
Associates prepared a detailed discussion, with references cited, of potential groundwater
contamination and groundwater flows in the vicinity of the quarry in their response to comments
report included in Exhibit G of the July 14, 2016 submittal. This report demonstrates that "the
wells to the north and west of the proposed quarry area are upstream and up ground water
gradient from the mine and there is not potential for water quality impacts to occur to these
wells as a result of mining activities" (BBA, 2016). Bishop-Brogden Associates also demonstrates
that the fault acts as a barrier to flow perpendicular to the faulting and that the sandstone aquifer
east of the fault is a separate groundwater system from groundwater in the granite. Therefore,
there is also no potential for water quality impacts to occur in nearby wells.
References: Bishop-Brogden Associates, Inc., 2016. Transit Mix—Hitch Rack Ranch—Review and
Response to Public Notice Comments Related to Ground Water. Submitted to Jerry
Schnabel and Bob Stabo. July 11, 2016.
Colorado Department of Public Health and Environment (CDPHE), Water Quality Control
Commission (WQCC), 2008. 5 CCR 1002-41, Regulation No. 41 The Basic Standards For
Ground Water, Amended January 14, 2008, Effective May 31, 2008, available online at
https://www.colorado.gov/pacific/cdphe/water-quality-control-commission-
regulations.
Colorado Department of Public Health and Environment (CDPHE), Water Quality Control
Commission (WQCC), 2016. 5 CCR 1002-32, Regulation No. 32 Classifications and Numeric
Standards for Arkansas River Basin, Amended January 11, 2016, Effective March 1, 2016,
available online at https://www.colorado.gov/pacific/cdphe/water-quality-control-
commission-regulations.
Groundwater/Water Supply
Objector Comment: All residents in and around the mine and in the Highway 115 corridor use
aquifers and wells for their domestic water supply. These wells likely depend on the fracture
system within the granitic rock for water supply, while wells in the adjacent upturned
sedimentary rocks may depend upon both these fracture systems and infiltration along the
granite-sedimentary rock boundary for recharge. The proposed quarry sits on or near several
faults and the blasting and mining could have adverse permanent impacts upon the area's water.
Hitch Rack Ranch Quarry Permit Application M-2016-010
Responses to Objection Letters
July 28, 2016 6
