Little Turkey Creek Road is adjacent to Little Turkey Creek in the quarry area. <br /> The road adjacent to Deadman Creek is also named Little Turkey Creek Road. The locations of the roads <br /> are shown on Figure 1 of the permit application. The road within the permit boundary is owned by the Hitch <br /> Rack Ranch landowner,but several people have easements to travel the road to their property either west or <br /> north of the proposed quarry area. This engineering evaluation covers both road segments and discusses the <br /> structure location,condition,and components before evaluating potential impacts quarry development could <br /> have on the structure and presenting how the quarry has been designed to minimize these impacts. <br /> Structure Description <br /> Both segments of Little Turkey Creek Road within 200 feet of the proposed Hitch Rack Ranch Quarry <br /> permit boundary are gravel/dirt roads that follow the adjacent creek at approximately the same gradient as <br /> the creek. The road surface contains a variety of materials including areas of bedrock and dirt; gravel is <br /> common near the culvert crossings. The road is not crowned. Both segments are single-lane roads that <br /> require high clearance to travel. Four-wheel drive is not required in dry conditions,but comments received <br /> from landowners suggest that four-wheel drive is likely required, or the road is impassable, during wet <br /> conditions, snow, or high water levels in the creek. The comments also discuss the need for extra or <br /> continued maintenance on the road. The road segments do not have a constructed ditch system. Portions <br /> of the road along Deadman Creek have the Deadman Creek drainage immediately adjacent to the roadway. <br /> A photograph showing the typical road condition is included in Figure 2. <br /> The segment along Little Turkey Creek that lies within two hundred feet of the proposed quarry contains <br /> three sets of culverts, and the segment along Deadman Creek contains one culvert. There are additional <br /> culverts along both road segments that are outside the study area. At each Little Turkey Creek location, <br /> there are two reinforced concrete pipe culverts, and each pipe is 30 inches in diameter. The Little Turkey <br /> Creek culverts were installed with insufficient slope or below the grade of the thalweg of the stream so that <br /> water ponds at the inlet and outlet even during low-flow periods. The culverts and associated fill cause the <br /> road to rise approximately two feet at each crossing location.
