Transit Mix Concrete Co. <br /> RESPONSES TO OBJECTION LETTERS ON HITCH RACK RANCH QUARRY <br /> PERMIT APPLICATION M-2016-010 <br /> Introduction <br /> This document contains Transit Mix Concrete Co.'s (Transit Mix) responses to objection letters <br /> received by the Colorado Department of Reclamation, Mining, and Safety (CDRMS) during the <br /> public comment periods. The initial public comment period was open to all members of the <br /> public and lasted from March 8, 2016 until April 19, 2016. A second comment period was open <br /> for all landowners with access easements on Little Turkey Creek Road and lasted from June 16, <br /> 2016 until July 8, 2016. Many of the objection letters contained similar topics, and this document <br /> includes responses to each topic; it does not include responses to individual letters. Similar <br /> themed topics have been combined, and each section includes a summary of the objection letter <br /> comments. <br /> Blasting <br /> Objector Comment: Blasting will block the road for periods of time creating a safety issue. There <br /> is also concern to the safety of people on Little Turkey Creek Road or Deadman Creek Road. The <br /> proposed blasting plan indicated that the Little Turkey Creek Road will be blocked from 30 <br /> minutes up to 24 hours resulting in landowners within Eagles Nest and the former Bauer's Ranch <br /> not being able to get to or from their properties creating a potential safety issue. Several <br /> comments mentioned the possibility of blasting operations causing damage to foundations or <br /> water wells. Comments requested clarification on how and where the monitoring will be <br /> performed, how blasting schedules will be delivered to landowners, and how misfires are <br /> handled. <br /> Response: Transit Mix is committed to maintaining up-to-date information on the blasting <br /> schedule to help landowners plan their trips along Little Turkey Creek Road. The road will be <br /> secured prior to detonating the blast to ensure the area is cleared, however the blast can be <br /> stopped by the blast guards at any time, up to the time the blast is initiated. The typical closure <br /> time to secure for blasting will be 30 minutes or less, representing a very small portion of <br /> available travel times. Transit Mix does not plan to have any road closures longer than 30 <br /> minutes, but in the rare event of a misfire, longer closure periods can occur.
