F
Transit Mix Concrete Co.
Exhibit J of the February 19, 2016 permit application states that "Common small games species
in the permit area include wild turkey..." The text suggests that turkeys are more commonly
present on the lower ranch, but Transit Mix and their consultants recognize that turkeys are
common on both the upper and lower parts of the property year round.
Mitigation Measures
Consultation with USFWS and Colorado Parks and Wildlife (CPW) is underway, and mitigation
measures to protect wildlife will be developed and implemented to avoid or minimize wildlife
impacts. These are likely to include at least the following:
Noise studies are currently underway to measure ambient noise, and a noise mitigation plan will
be developed. This plan will include measures sufficient to avoid noise disturbance effects to
breeding Mexican spotted owl at any known breeding locations, and will generally benefit all
noise-sensitive wildlife. Once finalized, a copy of the noise study will be provided to CDRMS.
A nesting raptor survey was completed in spring 2016 covering the entire permit boundary plus
a%mile buffer. Results of the survey are included in the July 14, 2016 permit submittal. No active
nests were found.
No mining will occur within 100 feet from the centerline of Little Turkey Creek besides the two
creek crossings discussed in Exhibit G of the July 21, 2016 permit submittal. Any development or
surface disturbance within this 100 feet setback will be minimized to the extent possible and will
only occur where necessary for mining operations. The project has been designed to not impede
hydrologic flows that support wetlands. Permits to install necessary culverts will be obtained
prior to construction.
Natural vegetation will not be altered unless necessary for purposes of the mining operation.
Native grasses and forbs will be maintained and mowing strongly discouraged except as required
around the immediate areas of buildings and mining operations.
Noxious weeds will be actively controlled using methods such as mowing and spraying as detailed
in the attached noxious weed plan included in Exhibit E of the July 21, 2016 permit submittal.
Species specific control measures will be used when pesticides are felt necessary for the control
of noxious weeds. All equipment that is entering the site from a different location to perform
work in vegetated areas will be cleaned of all soil and vegetation to help prevent the spread of
noxious weeds.
If fencing is to be used, wildlife friendly fencing will be utilized.
Hitch Rack Ranch Quarry Permit Application M-2016-010
Responses to Objection Letters
July 28, 2016 11
