.r <br /> Transit Mix Concrete Co. <br /> minimum offsets from the centerlines of Little Turkey Creek and Deadman Creek to avoid <br /> impacts to the riparian corridor. The only riparian impacts include two crossings of Little Turkey <br /> Creek and one crossing of Deadman Creek. Each of these crossings has been designed to safely <br /> convey the peak runoff from the 100-yr, 24-hr storm event and will be permitted with the U.S. <br /> Army Corps of Engineers and El Paso County. <br /> Water Rights <br /> Objector Comment: The Hitch Rack Ranch owns some of the water rights associated with Little <br /> Turkey Creek. The quarry application indicates that Transit Mix does not plan to divert any water <br /> from Little Turkey Creek for quarry operations, but it also states that the water rights may be <br /> developed. The permit application does not adequately address whether the impoundment <br /> ponds will require water rights. <br /> Response: Quarry operations require a reliable water source, and Transit Mix will import water <br /> legally obtained from a hydrant(s) operated by Colorado Springs Utilities. Downstream water <br /> rights holders have priority over Hitch Rack Ranch surface water rights, and Transit Mix will not <br /> divert water from Little Turkey Creek. Similarly, available groundwater is limited, and Transit <br /> Mix has no plans to develop groundwater resources. Should a locally available water resource <br /> be identified, Transit Mix will work with the Department of Water Resources to obtain the <br /> necessary permits prior to developing the resource. <br /> The stormwater management plan is included in Exhibit G of the July 21, 2016 submittal. The <br /> plan includes sediment detention basins to temporarily detain runoff waters to remove sediment <br /> and reduce peak flows before discharging to Little Turkey Creek or Deadman Creek. The <br /> detention basins were designed following guidelines established by El Paso County and the City <br /> of Colorado Springs. The detention basins will be excavated into native material and will not be <br /> within the jurisdiction of the Division of Water Resources. Should conditions change,Transit Mix <br /> will obtain all necessary impoundment permits prior to constructing the facility. <br /> Impoundment Ponds <br /> Objector Comment: The water management plan calls for a number of large sediment ponds. <br /> Those within the Little Turkey Creek watershed are designed to hold over 82 acre feet water if <br /> the ponds are ever filled to capacity.
