' a Transit Mix Concrete Co.
July 28, 2016
Ms. Amy Eschberger
Colorado Division of Reclamation, Mining and Safety
1313 Sherman, Suite 215
Denver, CO 80203
Subject: Responses to Objection Letters of 112 Permit Application for Transit Mix
Concrete Company, Hitch Rack Ranch Quarry, M-2016-010
Dear Ms. Eschberger,
Transit Mix Concrete Co. (TMCC) is pleased to submit responses to the objection letters
received during the public comment periods for the Applicant's 112 permit application for the
proposed Hitch Rack Ranch Quarry operation (M-2016-010). TMCC has addressed the
comments by including a brief response to each topical group of the comments and referencing
the permit exhibits for additional details. The July 14, 2016 and July 21, 2016 permit submittals
contain the revised permit exhibits with language that addresses the initial agency comments
and the objection letter comments. Many of the objection letters contained similar topics, and
the attached response to comments document includes responses to each topic; it does not
include responses to individual letters. Similar themed topics have been combined, and each
section includes a summary of the objection letter comments. Topics that are not within the
jurisdiction of the Colorado Department of Reclamation, Mining, and Safety are addressed by
including a brief response to the comment and then specifying the agency that does have
jurisdiction over that topic.
Please do not hesitate to contact me or our Norwest consultant, Paul Kos, if you have any
questions.
Sincerely,
Jerald Schnabel
President
Transit Mix Concrete Company
Attachments: Three (3) copies each of the following
Responses to objection letter comments
Exhibit R — Proof of Submittal to County Clerk and Recorder
Exhibit S — Engineering Evaluations of Structures
Exhibit T— Hazardous Material Management Plan
