King Coal Mine (C-1981-035) TR -24 CDRMS Information Database Reconciliation <br />As noted in Table 1, Permitted Acreage shown in the CDRMS database is 2658.0 <br />as of July, 2016. The actual "On the Ground" surveyed Permit Boundary polygon <br />Prior to TR -24 is, in fact, 2615.8 acres. In order to bring the CDRMS database in <br />line with actual surveyed acreages, we recommend that the Division subtract 42.2 <br />acres from its existing listed acreage. <br />TR -24 also corrects an issue that came up during the TR -24 review process. In <br />several locations at the now abandoned and sealed King I Mine, it was noted that <br />pillar removal in the mine was conducted within the theoretical "Angle -of -Draw" <br />setback. In other words, in theory, the surface could have been "Affected" by <br />subsidence outside of the approved Permit Area Boundary. While there is only a <br />remote possibility that areas outside of the Permit Area Boundary could have been <br />affected, the Permit Area Boundary has been adjusted to show the boundary of <br />"Angle -of -Draw" calculations. Inspections of the areas affected since mining at the <br />King I mine began in 1982 have revealed no evidence of subsidence in the <br />aforementioned areas. These areas are shown as green hatch on Map 1 and add a <br />total of 89.6 acres to the Permit Area, bringing the total current acreage within <br />Permit Area Boundary polygon to 2705.4 acres. <br />Affected Area <br />Unlike the Permit Area, the "Affected Area" is nearly impossible to follow in the <br />CDRMS database. It appears that, for the most part, the Affected Area was <br />adjusted by roughly the same amounts as the Permit Boundary during major <br />permit revisions. However, there are several inexplicable additions and <br />subtractions by CDRMS that we have been unable to explain. We recommend <br />that the Division review the Affected Area Boundaries as shown on maps <br />submitted with TR -24. If the Division is in agreement with the location of the <br />Affected Area Boundary locations, it would seem that the most efficient solution to <br />this issue would be for the Division to correct the CDRMS Affected Area to the <br />actual "On the Ground" Affected Area acreage. As shown on maps submitted with <br />TR -24, the actual Affected Area of the King I mine should be 1392.9 acres, the <br />Affected Area of the King II mine should be 260.7 acres, and the Affected Area for <br />five of the TR -22 drill sites should be 1.1 acres (the other four are within the <br />Affected Area boundary), for a combined total of 1654.7 acres. <br />Disturbed Area <br />The "Disturbed Area" has also, over the course of 34 years, been mis characterized <br />in the CDRMS database. A detailed search of Decision Documents has located the <br />following inconsistencies, omissions, etc. that have occurred. <br />King I Mine <br />The original Permit, approved in 1982, listed 9.28 acres as "Disturbed". This total <br />remained in place until it was changed inexplicably with MR -19, a "Water <br />Depletion Estimate of the Colorado River Basin", approved September 17, 1997, to <br />11.0 acres. All of the archived permit maps we can locate show the Disturbed <br />Area as 10.88 acres, so the number was apparently rounded -up for the database. <br />This 11.0 acres remained constant in the CDRMS database until the approval of <br />
