As the landowner, Boulder County is very concerned about the <br /> revised grading and reclamation plan that was submitted and would like DRMS to address <br /> these concerns before the TR is approved. <br /> In particular, the TR completely excludes the flat "meadow" area located between South St. <br /> Vrain Creek to the north and the mined high walls to the south (see attached figure). This <br /> area, which is part of the permit boundary (see attached Exhibits D and F from the 2002 <br /> permit revisions), was heavily used during mining and included the mine processing area, as <br /> well as used for other mining purposes (e.g. access to the high wall, stockpiling, etc.). <br /> Because of this, it received significant impacts during the life of the mine, which need to be <br /> addressed as indicated in the current mine permit. <br /> Some noted impacts, which can be seen in the attached photos, include a thick layer of <br /> crusher fines throughout the entire area, heavy compaction by mining equipment, a lack of <br /> any vegetation growing throughout the area even during the mine's temporary cessation <br /> (2011-2016) when there was very little activity on the site, and the remains of buildings and <br /> other mining infrastructure. The area was impacted by the September 2013 flood, including <br /> the downstream portion of the creek avulsing through the area.
