As the landowner, Boulder County is very concerned about the
revised grading and reclamation plan that was submitted and would like DRMS to address
these concerns before the TR is approved.
In particular, the TR completely excludes the flat "meadow" area located between South St.
Vrain Creek to the north and the mined high walls to the south (see attached figure). This
area, which is part of the permit boundary (see attached Exhibits D and F from the 2002
permit revisions), was heavily used during mining and included the mine processing area, as
well as used for other mining purposes (e.g. access to the high wall, stockpiling, etc.).
Because of this, it received significant impacts during the life of the mine, which need to be
addressed as indicated in the current mine permit.
Some noted impacts, which can be seen in the attached photos, include a thick layer of
crusher fines throughout the entire area, heavy compaction by mining equipment, a lack of
any vegetation growing throughout the area even during the mine's temporary cessation
(2011-2016) when there was very little activity on the site, and the remains of buildings and
other mining infrastructure. The area was impacted by the September 2013 flood, including
the downstream portion of the creek avulsing through the area. However, this should not
relieve Aggregate Industries of their requirements to reclaim this area to its pre-mining or
other desired conditions.
We request that DRMS not approve the TR until Aggregate Industries addresses the impacts
to the meadow area with a satisfactory reclamation plan.
Sincerely,
OMA ( tc,J
Ron Stewart
Director
Cc: Ernst Strenge, Resource Planning Manager, BCPOS
Cindy Domenico County Commissioner Deb Gardner County Commissioner Elise Jones County Commissioner
