Corley, Jr.
The Corley Company
2605 Constellation Drive
Colorado Springs, Colorado 80906
Re: Subsidence issue at the Southfield Mine (Permit Number C-1981-014)
Dear Dr. Corley:
The Division has received your complaints about additional subsidence features on the Southfield Mine in
the vicinity of the area that Energy Fuels repaired in 2012. I have looked at this area several times in the
past (since I have been the lead specialist starting in October 2013), and I have never seen holes that I
believe are safety hazards to people or wildlife. This includes the feature that you have recently pointed
out at the following coordinates: 38dl7'01.73"N, 105409'56.10"W. That area contains fallen trees, rock
clumps, steep slopes, and other hazards that are more dangerous than the small hole that you have
identified as a subsidence feature.
Furthermore, I refer you to our rule regarding subsidence control, Rule 4.20.1(1), which states that
"Underground mining activities shall be planned and conducted so as to prevent subsidence from causing
material damage ... to maintain the value and reasonably foreseeable use of surface lands." The
designated land use for this area is rangeland and wildlife habitat (Section 2.04.3 in the permit text).
It is my opinion that even if the holes that you have shown me are due to subsidence, not only are they
non -consequential from a safety perspective, they do not constitute a threat to the value and reasonably
foreseeable use of the land.
Sincerely,
Robert Zuber, P.E.
Environmental Protection Specialist II
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us
John W.
