Trapper Mine; TR115
Page 4

Trapper Response: Table 3.1-3 has been revised and included.

DRMS Response: Table 3.1-3 was discussed with Jared Ebert when additional discrepencies
were noted in the draft table, please update table as discussed.

4.1. Table 3.1-3 will need to be revised to show the projected reclamation in 2016 and
2017. It was agreed to by TMI and the Division that Table 3.1-3 should be revised
to show what reclamation was completed in 2013, 2014 and 2015 and to project
what will be backfilled and graded in 2016 and 2017.

5. Please evaluate the topsoil balance for the KLM pit and demonstrate in detail if the cost
estimate shown on Table A-10.6 is still adequate. Or, if necessary, please update this table
with a new cost associated with topsoil replacement of the KLM pit.

Trapper’s Response: TMI provided a demonstration that the number of acres originally
bonded for in the KLM pit would need to be increased with the approval of TR115 and
provided an estimate of the additional acres to be bonded as well as cost estimate for the
activity. A copy of Table A-10.6 was provided in the cover letter but Trapper did not submit
an updated table for Appendix A.

DRMS Response: Jared Ebert reviewed Trappers calculation and have discussed it with
Graham Roberts with TMI. Trapper estimated 154 additional acres would need to be bonded
for topsoil replacement. Upon review of Trapper’s estimate, I believe this is a conservative
estimate that makes up for the decreased amount of topsoil replacement in 2015 from what
was projected.

Given this, the estimated the cost to re-apply topsoil to 154 acres will be $269,744.00. See
the attached CIRCES sheets for details.

5.1. Please submit a revised table A-10.6 and A-9.1 for Appendix A.

6. It appears the KLM pit disturbed area is increasing in size as a result of TR115. The
reclamation cost estimate Table A-11.1 in Appendix A, shows a cost for reclaiming 490.3
acres for the KLM pit. Please update this table to account for the increase in acreage of the
KLM pit.
