The revision was received on March 4,
2016. TR 115 responds in part to the Midterm Review conducted by the Division June 2015 (MT7).
Additionally the post mining topography is being updated for the K Strike Pit area and 49.7 acres of
disturbance are being added. TMI responded to the initial Adequacy issues on June 13th. The original
adequacy issues are numbered and discussed below. Remaining adequacy items are in bold.

The proposed revision has several objectives, several of which may require an increase in financial
liability at the site. These are an increase in disturbed area by 49.7 acres for additional topsoil stripping in
the AE pit and KLM pit areas, the construction of a new building to be used to store blasting vehicles and
equipment, the sealing of three monitoring wells, and diversion ditchs. Each of these items is discusses
below.

49.7 Acres of New Topsoil Stripping Area

1. The disturbance area shown in TR115 extends beyond the current drainage and sediment control
boundary. Please submit updates to the drainage and sediment control plan including any new pond
designs needed for the additional disturbance area.

Trapper Response: Future proposed disturbance in TR-115 will be controlled with surface
diversions back to the west to the inactive A-Pit and existing sediment control structures. The
drainage and sediment control plan, Map 51, has been updated with the locations of two proposed
ditches. Ditch designs for the Deacon/Jeffway and Deal diversion ditches are included and should be
inserted in Section XVII of Appendix Q. Permit table 4.8-3, pages 4-177, has also been updated with
these new ditch designs. Trapper is currently working on permitting the NPDES outfalls with
CDPHE and designing ponds for the future disturbance areas beyond these ditches. If the ponds
cannot be permitted in a timely fashion the ditches will be constructed as needed in advance of
stripping.

July 14, 2016

Graham Roberts
Trapper Mining, Inc
P.O.
