4.0 SUCCESS EVALUATION <br />Given adequate sampling, success evaluations involve a direct comparison of appropriate <br />parameters for each variable of interest. Comparisons are made directly with either the reference area <br />parameters or the permitted standards (permit section 4.15.8). In the case of ground cover and <br />production, comparisons are directly made against weighted reference area data of the same year. In <br />2013 and 2014, Cedar Creek was able to make direct comparisons between the revegetated units <br />included in Phase III bond release and reference areas with regard to the variables of ground cover and <br />production. Charts 4 through 9 were developed to provide a brief overview of the success of these <br />revegetated efforts in comparison to reference area based criteria. <br />4.1 Ground Cover <br />According to permit section 4.15.8, ground cover success is measured using herbaceous perennial <br />ground cover. Chart 4 displays the results from ground cover sampling, and reveals that the Phase III <br />bond release area exceeds the reference area comparison with 43.74% herbaceous perennial cover <br />versus the 16.40% herbaceous perennial cover standard (90% of 18.22%) in 2013 and 44.60% <br />herbaceous perennial cover versus the 20.30% herbaceous perennial cover standard (90% of 22.55%) in <br />2014.
