Adequacy Review (AM-11) – Elliott Russell
July 21, 2016

practicable and safe, these areas will be graded and reclaimed. Please specify what slope these areas will
be graded to. Please also specify how much topsoil will be replaced on the backfilled portions of the Main
Cresson mine area.

28. On page 12-11 of Volume I, the Applicant states that backfilling of the East Cresson mine area will be
accomplished by end-dumping the material in lifts that range in height. Please specify the maximum
height of an individual lift.

29. On page 12-11 of Volume I, the Applicant discusses that the storm water drainage flow-line in Grassy
Valley will be directed through the backfilled area and will be clay-lined to prevent infiltration into the
backfill. Please provided information regarding erosion control (for example: rip-rap, rock check dams,
drop structures, etc.) of this drainage flow-line area.

30. On pages 12-12 and 12-13, the Applicant discusses the reclamation of the Arequa Gulch VLF and Squaw
Gulch VLF. The Applicant states that the punctured liner will allow the conveyance of post-reclamation
precipitation through the material on the VLFs and into the underlying diatreme. Please clarify if
precipitation which falls on the reclaimed VLFs will solely infiltrate into the diatreme via the closure
drains or will the underdrains convey storm water to the underdrain ponds.

31. On page 12-14 of Volume I, the Applicant discusses the reclamation of haul roads. The Applicant states
that as appropriate on a site-specific basis, culverts may be removed or retained, with proper drainage
accommodation in the field. Please clarify that culverts on reclaimed haul roads will be removed.

32. On page 12-14 of Volume I, the Applicant states that soil typically is part of the fill materials that are
pulled onto the road surface to assist with the reclamation effort. Please specify that this soil is used for
the grading of haul roads and topsoil will still be replaced on the haul roads for reclamation.

33. On page 12-14 of Volume I, the Applicant states that CC&V may propose to retain and use certain road
corridors and facilities. Please note that CC&V must request a revision to the approved Reclamation Plan
to allow certain road corridors and some facilities to remain in place after reclamation is completed. This
request will need to be submitted for Division review through the Technical Revision (TR) process and
approved by the Division.

34. On page 12-14 of Volume I, the Applicant discusses the demolition of buildings and foundations. The
Applicant states that the areas of land disturbed by these activities will be regraded, covered with suitable
growth medium, and reclaimed. Please specify the amount of topsoil which will be replaced on these
areas.

35. On page 12-15 of Volume I, the Applicant discusses the demolition of buildings. The Applicant states
that after demolition and salvage, remaining debris for burial will be removed to an OSA, one of the mine
area backfill sites, the ESP footprint areas, or will be buried in-place and the areas will be graded and
growth medium applied to the extent available prior to reclamation. Please specify the amount of topsoil
which will be replaced on these areas.

36. Please provide more detailed information on how the burial of demolished facilities and foundations will
be handled to minimize void spaces and future settling. Please clarify that all material disposed of on-site
will be inert.
