The legend on the Drawing C-1a Permit Boundary and Adjacent Land Owners with Permanent Manmade <br />Structure (Rev.2) indicates the permit boundary is a blue line and the 200-foot buffer is a red line. The <br />permit boundary and the 200-foot buffer are both red lines on the map. Please submit an updated Drawing <br />C-1a which corrects this error. <br /> <br />6.4.5 Exhibit E - Reclamation Plan <br /> <br />2. Table 5-4 Growth Medium Storage Areas, on page 5-6 and 5-7 of Volume I, states that stockpile <br />designated 30 is likely to be relocated or used in concurrent reclamation. Please identify where this <br />stockpile is likely to be relocated to. In accordance with Rule 3.1.9(4), once stockpiled, the topsoil should <br />be rehandled as little as possible until replacement on the regraded, disturbed area. <br /> <br />3. Additionally, Table 5-4 lists stockpiles designated 27/27A, but 27A is not indicated on the Drawing C-4b: <br />Growth Medium Storage Locations. Please Clarify this. Note, stockpile designated 1A/1B is listed on <br />Table 5-4 and is shown as two separate areas on the drawing. <br /> <br />4. Please clarify if there is a growth medium stockpile at the Carlton Tunnel area. The location and size of <br />the stockpile should be indicated on Drawing C-4b: Growth Medium Storage Locations and Table 5-4 <br />Growth Medium Storage Areas. <br /> <br />5. On page 5-7 of Volume I, the Applicant states that growth medium stockpiles in place for more than one <br />year and with no further development at the storage area planned, will be seeded. Please clarify how the <br />growth medium resource will be protected from wind and water erosion for stockpiles actively being <br />developed as well as stockpiles that have been fully developed for less than one year before being seeded <br />(for example: silt fencing, straw wattles, erosion control blankets, etc.). <br /> <br />6. On page 5-7 of Volume I, the Applicant states that growth medium stockpiles will be seeded with the <br />same or a similar seed mix approved by the Division for use in reclamation. Please clarify the similar seed <br />mixture if different than only an emphasis of approved annual species for stockpiles remaining for less <br />than two years. <br /> <br />7. On page 5-7 of Volume I, the applicant discusses erosion control structures up-gradient from growth <br />medium stockpiles for protection.
