Vol. I, Exhibit U, Project Description. Section 5.4 provides a narrative on the mining plan <br />for the Chicago Tunnel. However, the Division could not find any specific discussion in <br />Section 12 for reclamation of the Chicago Tunnel/Proper Adit areas. Please describe <br />specific reclamation plans for the area and how, if appropriate, it differs from the current <br />approved Chicago Tunnel/Proper Adit reclamation plan. The reclamation plans should <br />include specifics for the closures of the Chicago Tunnel and the Proper Adit in addition to <br />other disturbances such as ponds and roads. <br />B. Vol. IV, Appendix 11, Reclamation Cost Estimate. At the bottom of page 3 of the cost <br />estimate table of contents are listed tabs 58 (Chicago Tunnel) and 59 (Providence). Neither <br />tab is included in Appendix 11 (the last tab, p. 109 of 109 is Tab 57 for articulated haul <br />trucks). <br />a. Please provide the reclamation cost estimate for the Chicago Tunnel area and the <br />Proper Adit. <br />b. Based on the AM-11 submittal, the Providence mine is not being incorporated into <br />M-1980-244. Why is there a tab listed in the cost estimate table of contents for the <br />Providence mine? If it is intended to be included, please provide it and an <br />explanation as to why it is to be included. <br />C. Mollie Kathleen Tourist mine. The Division received comments from Dewey-Dwight & <br />Associates on March 15, 2016 outlining concerns related to CC&V’s proposed underground <br />mine plan and potential safety impacts to the Mollie Kathleen tourist mine: <br />a. Please summarize the discussions CC&V (Newmont) has had with Dewey-Dwight <br />& Associates/Mollie Kathleen Tourist mine regarding their stated concerns over <br />“airflow, ventilation and subsurface ground stability” and CC&V’s plans to monitor <br />underground blasting to eliminate to the extent practical impacts to the Mollie <br />Kathleen Tourist mine. <br />b. Based on the anecdotal narrative indicating the historical ability of “knowledgeable <br />miners” (5th paragraph, second page) being able to travel underground from Cripple <br />Creek to Victor by “traversing multiple underground workings” combined with the <br />stated concerns about ventilation impacts from “Providence” blasting, the Division <br />is concerned that the proposed backfilling of the North Cresson mine area (reference <br />AM-11 Drawing C-6) may impact air flow to the Mollie Kathleen as existing <br />underground workings are plugged with the proposed pit backfill. Please commit <br />working with the Molly Kathleen operators and to monitoring and investigating <br />underground workings in the North Cresson mine that might be critical ventilation <br />in the Molly Kathleen. <br />D. Teller County. The Division received comments from Teller County Community <br />Development Services on March 4, 2016 outlining County requirements for changing the <br />Cripple Creek Mining Overlay District (CCMOD).
