Please clarify how many <br /> terraces will be constructed on the expanded WRPs. Also,provide the Division with cross <br /> sections showing the terraces on the WRPs or specify where these documents may be found <br /> in the permit file. <br /> 19. The recommendations within Section 7.2 of Appendix E-4 state energy dissipaters would be <br /> constructed at each of the WRPs. Please provide design specifications certified by a licensed <br /> professional engineer for the energy dissipaters to be constructed or provide a technical <br /> justification for not including them on the expanded WRPs. If this information is already in <br /> the permit file, then please specify where these documents may be found. <br /> 20. Appendix E-4 from the 1983 Permit Amendment contains a series of five maps titled `Waste <br /> Pile Reclamation', dated June 30, 1983. The enclosed maps are photocopies which only show <br /> a portion of the maps. The Division could not locate the maps in the Permit File. Please <br /> provide full copies of Waste Pile Reclamation Maps (#1-5) or specify where these documents <br /> may be found in the permit file. <br /> 21. Figures 3-3 and 3-4 depict the areas where alluvial fill will be excavated. The Division <br /> requests copies of these figures printed at a scale small enough to be able to distinguish the <br /> individual contour lines and other map notations. <br /> 22. Pursuant to Rule 7.3.2,please commit to providing the Division with certified verification by <br /> a professional engineer or other appropriately qualified professional that will confirm the <br /> WRPs and all surface water diversion structures were constructed in accordance with the <br /> approved design. <br /> 23. Pursuant to Rule 6.4.21(7)(e), the effectiveness of each Environmental Protection Plan <br /> facility is to be evaluated through monitoring systems. The Schwartzwalder Mine has in <br /> place a comprehensive surface and ground water monitoring plan designed to measure and <br /> identify potential sources of uranium contamination. However, there are no monitoring wells <br /> in the immediate vicinity of the north WRP. The Division recommends the Operator install a <br /> groundwater monitoring well into the north WRP or immediately adjacent to it. Please <br /> provide the Division with a plan for installing a monitoring well into the north WRP or <br /> otherwise specify how the effectiveness of this EPF will be assessed. <br />
