Table 4-1 shows that 4,300 cubic yards of material is required to cap the Waste Rock Piles <br /> (WRPs) and that the material will come from the Schwartzwalder property. Please specify <br /> the location where the topsoil will come from. If the material will be borrowed from an area <br /> outside of the approved permit boundary, then the removal of topsoil will need to be <br /> permitted under a separate Construction Materials Reclamation Permit. Also, clarify if the <br /> 4,300 cubic yards of topsoil is the volume required to cap both of the WRPs. <br /> 6. Please describe how the Operator will place and compact 4—6 inches of topsoil on the tops <br /> and sides of the WRPs. In addition, clarify if the 4,300 cubic yard estimate of required <br /> topsoil accounts for compaction. <br /> 7. Pursuant to Rule 6.4.5(2)(e),provide a plan or schedule indicating how and when <br /> reclamation will be implemented. The plan shall address reclamation of the alluvial fill <br /> excavation area as well as reclamation of the WRPs. Such plan or schedule shall not be tied <br /> to any specific date but shall be tied to implementation or completion of different stages of <br /> the operation. The plan or schedule shall include: <br /> a. An estimate of the periods of time which will be required for the various stages or <br /> phases of reclamation. <br /> b. A description of the size and location of each area to be reclaimed during each phase. <br /> c. An outline of the sequence in which each stage or phase of reclamation will be <br /> carried out. <br /> 8. The construction schedule for the removal of alluvial fill provided under Amendment No. 4 <br /> must be updated. As required by Rule 6.4.21(15)(a), provide a detailed construction schedule <br /> for the removal of alluvial fill. The construction schedule may be incorporated with the <br /> reclamation schedule discussed in Item No. 7. <br /> 9. Excavation of the alluvial fill will occur over several construction seasons. Please clarify if <br /> the excavation and placement of the alluvial fill onto the WRPs will occur throughout the <br /> entire year. If there will be periods of inactivity during the winter months, then describe how <br /> the WRPs will be temporarily stabilized. <br /> 10. The excavation of alluvial fill may impact the alluvial groundwater capture system and could <br /> result in the removal of a monitoring well or sump. Please commit to notifying the Division <br /> within 30 days of the removal, decommissioning, relocation or modification of any <br /> monitoring wells or sumps. Changes to the location of monitoring wells and sumps may <br /> require the submittal of a Technical Revision to update the groundwater monitoring plan. <br /> 11. Please describe what measures will be taken to address the seasonal fluctuation of <br /> groundwater in the alluvial fill excavation area. Excavations within this area may reach a <br /> depth of 30', will groundwater be exposed at this depth? Any material to be excavated should <br /> be dewatered to the most practical extent possible. <br />
