June 30, 2016 <br />Page 4 <br />implementation of safety and monitoring standards to ensure safe Blasting, Transit Mix has developed a <br />comprehensive blasting plan (the `Blasting Plan") that will minimize its interference with traffic along Little <br />Turkey Creek Road. The Blasting Plan includes the following actions relevant to the ROWS: <br />• Limitations on Frequency of Blasting. Blasting will occur no more frequently than three times per <br />week, and Transit Mix will endeavor to schedule Blasting during the work week, although occasionally <br />weekend Blasting may be necessary. <br />• Limitations on Timing of Blasting. Blasting will be limited to the hours between 10:00 am and <br />4:00 pm. Notwithstanding the foregoing hours, Transit Mix will attempt to schedule Blasting on or <br />around noon, when traffic on Little Turkey Creek Road is minimal. <br />• Limitations on Duration of Blasting. Blasting will be scheduled in order to minimize the duration of <br />closures affecting Little Turkey Creek Road, and in no event will be scheduled for greater than <br />30 minutes in length. Transit Mix expects that typical Blasting events, and therefore the accompanying <br />closures, will last approximately 15 minutes. <br />• Notification of Blasting. Transit Mix will post signs at all four entrances to Little Turkey Creek Road <br />(plus an additional sign at a new entrance to Hitch Rack Ranch constructed for Transit Mix's use only) <br />that set forth the times when Blasting will cause temporary closures of Little Turkey Creek Road. These <br />signs will be posted approximately 24 hours ahead of planned Blasting and will provide the most current <br />schedule of Blasting. Transit Mix will make good faith efforts to provide Permittees with additional <br />forms of notification as the Mining Operations progress. Although several Permittees have requested <br />that Transit Mix post Blasting times on a website, such public posting is not consistent with best <br />practices for Blasting. A more accepted practice is to keep notification of Blasting relatively contained <br />in order to avoid inadvertently notifying potential disruptors of Blasting times and the presence of <br />explosives at Hitch Rack Ranch. Keeping such information reasonably contained is particularly <br />important given Hitch Rack Ranch's proximity to the military facilities in and around Fort Carson. <br />• Audible Blasting Warnings. In addition to the foregoing methods of notifying Permittees of Blasting, <br />audible signals will provide current notification to Permittees of upcoming Blasting. A first signal will <br />last 15 seconds and begin two minutes prior to the start of Blasting, and a second signal will begin <br />30 seconds prior to the start of Blasting and continue until Blasting commences. Following completion <br />of Blasting, three short audible signals will notify Permittees and Transit Mix personnel that all is clear. <br />Other Safety Measures. Transit Mix will place guards at each entrance to Hitch Rack Ranch in order to <br />ensure that the area remains clear during Blasting. Such guards will have to -the -minute information <br />regarding the schedule for Blasting, and will have authority to delay Blasting as necessary until the <br />moment it commences to accommodate emergency situations. Once Blasting has commenced, <br />however, the guards will keep Little Turkey Creek Road closed to all traffic to ensure the safety of all <br />Permittees. <br />
