CORE Noxious Weed Management Plan <br /> Hitch Rack Ranch Aggregate Quarry Development Project <br /> CONSULTANTS El Paso County, Colorado <br /> easement surveys followed by primary chemical treatment and/or avoidance. Education <br /> will be accomplished through the development of Worker Environmental Awareness <br /> Program (WEAP) materials that will be used throughout the life of the Project. <br /> Noxious weed surveys will be conducted within all construction easements prior to <br /> construction; i.e., prior to any ground disturbing activities. Surveyors will use GPS units with <br /> sub-meter accuracy. Data collected will include coordinates for the approximate center of <br /> each identified population, approximate radius of infestation, and approximate density <br /> (measured in percent coverage within the estimated extent of a population). Noxious weed <br /> populations will be mapped and a Project-specific database created to track results that <br /> will be communicated to the County. Treatment type will be selected depending on the <br /> priority rank of the noxious weed species (List A, B, C), the location and density of the <br /> infestation, and through coordination with the County. Chemical treatment will include <br /> herbicide application. Treatment may also include avoidance depending on priority rank <br /> of the species (List A, B, C) and coordination with the County. The suggested chemical <br /> treatment protocol is described below. <br /> List A species must be eradicated by law (USDA, 2006). Should surveyors identify List A <br /> species, a plant sample will be collected for positive identification through the EPC <br /> Environmental Division. Upon positive confirmation of a List A species, chemical treatment <br /> will be selected in compliance with the EPC Noxious Weeds and Control Methods and <br /> through coordination with the County (EPC, 2008). List B species will be chemically treated <br /> with an herbicide selected in compliance with the EPC Noxious Weeds and Control <br /> Methods and through coordination with the County. Herbicide selection may vary <br /> depending upon time of year and life cycle of the plant. List C species will be chemically <br /> treated only if required by the County. Otherwise, List C species will be avoided when <br /> practicable and contractor education (WEAP Materials) and signage will be utilized to <br /> prevent the spread of List C infestations. All herbicide application will occur a minimum of <br /> two weeks prior to scheduled ground disturbing activities. Refer to Appendix II and <br /> Appendix III for listed noxious weeds and County recommended chemical treatments. <br /> Public education and awareness is a component control method of the EPC Noxious Weed <br /> Management Plan (EPC, 2014). Contractor WEAP materials will include information <br /> regarding project-relevant noxious weed issues. WEAP materials will identify signage that will <br /> be used in avoidance measures and photo identification of any significant noxious weed <br /> infestations identified during pre-construction surveys; i.e., any List A species identified and <br /> confirmed by the County.The Process Plan will identify contractor coordination protocols to <br /> ensure that all site personnel are aware of required noxious weed management protocols, <br /> including avoidance measures, within the Project area. <br /> PACE 5 OF 11 <br /> 1950 W LITTLETON BLVD I SUITE 109 1 LITTLETON CO 80120 1303.703.4444 <br />
